The Chenango-Delaware-Otsego Workforce Career System is the agency to link employers with workers, and workers with the resources they need to develop their careers.

We’re a consortium of state and local agencies, including the Department of Labor, Colleges, BOCES, Chambers of Commerce, Job Corps, and Social Service Agencies.

Our goal:

  • Help job seekers not just find a job, but develop and manage a career. That means helping them when they have a job, and when they’re looking.
  • Help employers find the workers they need quickly, and the resources to improve training, workforce retention, and workforce restructuring.

Start date: June 1, 2015; Non-competitive


Funding for: On-the-Job Training; Registered Apprenticeship; and Customized Training

Eligible businesses: Private for-profit businesses, private not-for-profit businesses, local workforce investment boards, and training providers. *Have two or more employees;  *Are physically located in New York State; and  *Are in good standing regarding: Unemployment Insurance; Worker Adjustment and Retraining Act (WARN); Public Works; Labor Standards; Safety and Health; NYS Department of State Division of Corporations; Workers Compensation; and Disability Insurance.

Eligible candidates:  Dislocated workers who are Long Term Unemployed (27 weeks), UI recipients who are likely to exhaust their benefits, or Foreign-trained immigrant workers.

Up to 90% for businesses with 50 or fewer employees;  Up to 75% for businesses with 51-250 or fewer employees;  Up to 50% for businesses with 251 or fewer employees

Per Person Funding Maximums -  OJT: $7,900;  Apprenticeship: $3,000;   Customized Training: $2,500

By the end of June 2015, the three CDO Workforce Youth Programs in Chenango, Delaware and Otsego Counties held a youth recognition celebration for local young people who had accomplished their goals related to the CDO Youth Services Program. Much like a graduation from school, the young people completing the program were recognized for their hard work in front of their family and friends. They heard from inspiring speakers and were given a sendoff by program staff and volunteers. Thank-you to our generous sponsors for the event: Amphenol Corporation, Raymond Corporation, Unalam, Oneonta Job Corps and Price Chopper. 

The CDO Youth Services Program helps area youth obtain and retain employment. Through the program, enrollees work with an Employment and Training Counselor to develop an individual plan that assists them in meeting their goals. Assistance may include career guidance, basic education and high school equivalency exam preparation, work readiness training, leadership development, work experience and placement, among other supportive services.
